Disclosed is a relay device (100) that transmits received data to a forwarding destination device. Said data includes a plurality of attribute information items, each of which represents an attribute. The relay device is provided with: a first memory unit (101) that stores first rule information for identifying the forwarding destination device on the basis of the attribute information items for each attribute that is part of a first attribute group comprising a plurality of attributes; a second memory unit (102) that stores second rule information for identifying the forwarding destination device on the basis of the attribute information items for each attribute that is part of a second attribute group comprising some of the abovementioned plurality of attributes; and a forwarding control unit (103) that transfers the first rule information to the second memory unit if the amount of information stored in the first memory unit is greater than a threshold and the first rule information stored in the first memory unit identifies the forwarding destination device on the basis of only attribute information items for the attributes that are part of the second attribute group.
