PROBLEM TO BE SOLVED: To provide a technique for determining whether to notify a driver, in consideration of an inner factor such as driver's personal driving skill. SOLUTION: An information processor determines relevance between a traveling state, which tends to occur on a spot, and a driving level on the spot, and stores the driving level of a user for each of a plurality of users to which advice information should be provided. Then, the information processor selects the advice information for each of a plurality of spots according to the driving level of each of the plurality of users. In the selection, when it is determined that there is any relevance between the traveling state and the driving level concerning the spot as the object of selection of the advice information, the advice information corresponding to the driving level of the user is selected, and when it is determined that there is not any relevance between the traveling state and the driving level, the advice information which is not relevant to the driving level of the user is selected.
