<p><P>PROBLEM TO BE SOLVED: To provide a support system for increasing operational efficiency of a virtual machine. <P>SOLUTION: Problem cause process map information 22 in which an activity for an operational problem is stored, tool process map information 23 in which a name of a problem solving tool corresponding to the activity is stored, activity list information 24 in which a name of a process corresponding to the activity is stored, and a problem solving database 20 in which tool configuration information including a tool setting condition is stored are prepared. An activity for a problem is extracted from the problem cause process map information 22 based on hearing item information. A name of the problem solving tool is extracted from the tool process map information 23 based on this extraction information. A name of the process corresponding to the activity is extracted from the tool configuration information 25 using the name of the tool as a key. An evaluation environment for the virtual machine is built based on the name of the process and the tool configuration information.
