PROBLEM TO BE SOLVED: To obtain a positionally uniform and continuous effect for a long period of inhibiting relaxation of atomic spin of a medium sealed into an internal space equipped in a measurement device using optical pumping. SOLUTION: The electric field layer forming device forms an electric field layer, which covers a surface facing an internal space of a wall, by irradiating a cell having an internal space and equipped in the measurement device using optical pumping with a beam for forming an atom excitation layer and passing the beam for forming an atom excitation layer while making total reflection in the wall of the cell.
