PROBLEM TO BE SOLVED: To provide a control device and method, capable of properly detecting abnormal conditions of AC power feed lines, without interfering the execution of an important task. SOLUTION: The control device of a plug-in charging vehicle includes a storage part, a binarization processing part for comparing voltage signals output from voltage detection parts Va, Vb arranged at the power feed lines 6, 7 for feeding power to loads from batteries 20, 150 with allowable voltage levels, and a control part for executing charging cable connection detection processing which detects connection to the vehicle of a charging cable 300, and AC short-circuit determination processing which calculates a cycle at which states of binarization signals output from the binarization processing part are switched when the connection to the vehicle of the charging cable is detected by the charging cable connection detection processing, determines that the power feed lines are short-circuited to the AC power supply when it is determined that the calculated cycle corresponds to a cycle of the AC power supply, and stores the determination results in the storage part.
