PROBLEM TO BE SOLVED: To arbitrate bus citizenship for granting bus citizenship depending on the frequency of bus usage by a bus master and improving the bus use efficiency. SOLUTION: When there is a write or read request (Wreq or Rreq='1'), change priority depending on buffer emptiness, the latest access, and the number of continuous accesses, by judging whether the number of data accumulated (Pw or Pr), in a write or read buffer is equal to a threshold or more, or whether a request lately stored in a request queue is write or read request (ID1=IDw or IDr), (S201, S202), and accumulating the write request or read request in the request queue (S205, S206), if it is so.
