PROBLEM TO BE SOLVED: To provide a maximum throughput evaluation system efficiently obtaining the maximum throughput of a Web system. SOLUTION: The maximum throughput evaluation system includes a load amount set unit for determining a measurement load amount to be actually imposed on an evaluation target device from a measurement section indicative of the range of a load amount to be imposed on the evaluation target device, a throughput measurement unit for measuring the throughput of the evaluation target device by imposing the measurement load amount on the evaluation target device, a linearity decision unit for reducing the range of the measurement section based on whether or not the throughput of the evaluation target device caused by the measurement load amount linearly increases from the throughput of the evaluation target device caused by the load amount at the start point of the measurement section, and a convergence decision unit for outputting, as the maximum throughput of the evaluation target device, the throughput of the evaluation target device caused by the load amount at the start point of the measurement section when the measurement section is not larger than a tolerance indicated by a predetermined range.
