PROBLEM TO BE SOLVED: To restrain an input error in setting an operation mode of a crane. SOLUTION: An operation mode setting allowance switch 12 which can be turned on by a switch key is provided to a control device 9 of an over-loading preventing device capable of outputting sound alarms from a loudspeaker 15 immediately before an actual load applied to a crane by a suspended load during the operation of the crane having a boom and a jib almost exceeds the total rating load of the crane changing according to a change in the inclined angle of the boom and the jib, and lighting an alarm lamp 16. The control device 9 of the over-loading preventing device can be shifted to a process for setting the operation mode only when the operation mode setting allowance switch 12 is turned on. The operation of the crane is set only under a condition that a manager of a switch key of the operation mode setting allowance switch 12 witnesses the setting other than the operator, so as to double check the setting value of each setting item of the operation mode.
