PROBLEM TO BE SOLVED: To provide a pipe connecting device which enables an engagement part to be brought into engagement with a branch pipe without causing any malfunctions caused by the entry of cutting chips and which can connect the branch pipe to a connection part in a water-tight state. SOLUTION: The pipe connecting device 10 is provided with a covering part 11 covering a fluid pipe 1, an opening 13 having an opening edge 13a along the opening edge of a branch opening formed in the fluid pipe 1, the connection part 15 opened so that it can connect a boring machine 16 used for boring the branch opening in an water-tight state, and an opening/closing valve part 14 which can connect the opening 13 with the connection part 15, and is connected to the fluid pipe 1 in a water-tight state. The engagement parts 15a, 15b which are brought into engagement with the branch pipe are provided on the inner peripheral surface of the connection part 15, and a cylindrical body 17 which prevents the cutting chips from entering the engagement parts 15a, 15b when the boring machine 16 is connected is placed between the boring machine 16 and the engagement parts 15a, 15b.
