摘要 PROBLEM TO BE SOLVED: To detect a commercial message (CM) in television broadcasting without relying on its broadcasting time. SOLUTION: A trigger detection part 232 detects a trigger for the start of CM broadcasting and a trigger for the end of CM broadcasting from a television broadcast signal. A signal feature amount calculation part 233 calculates a feature amount of the television broadcast signal immediately after the trigger when the trigger for the start of CM broadcasting is detected. When the calculated feature amount is stored in a CM database part 237 together with information indicative of a CM, a CM determination part 234 determines that the television broadcast signal is a CM. A delayed CM evaluation part 236 stores the calculated feature amount and a time duration from the time of detecting the trigger for the start of CM broadcasting to the time of detecting the trigger for the end of CM broadcasting in the CM database part 237. When the number of times of calculating the time duration and the feature amount is a prescribed number of times or more, the delayed CM evaluation part stores the information indicative of a CM together with the feature amount in the CM database part 237.
