PROBLEM TO BE SOLVED: To achieve high image quality without complicating processing or enlarging a circuit scale for improving precision of motion vector detection, in an interpolating frame generation device using a motion compensation method. SOLUTION: The interpolating frame generation device includes: an improper vector specifying means for finding a motion vector improper for use in interpolating frame generation, and a selective smoothing means for smoothing an improper image block on the basis of information of the improper vector specifying means. The interpolating frame generation device obscures a block where an accurate motion vector cannot be obtained, by the smoothing processing even, thereby preventing degradation in image quality due when a corrupted image is displayed.
