PROBLEM TO BE SOLVED: To provide a device for monitoring pipe leakage that certainly and quickly identifies and monitors a location of leakage of a measuring object, which includes piping and a valve of a plant during operation. SOLUTION: The device for monitoring pipe leakage has: an optical fiber 3 which is continuously laid near an outer surface of an insulating material covering the measuring object, which includes piping and the valve; a pulse light incident means 11 which is provided at the end of the fiber 3 and makes pulse light incident into the optical fiber 3; and a measuring means 15 for back scattering light intensity for continuously measuring back scattering light intensity of the pulse light incident into the optical fiber 3.
