PROBLEM TO BE SOLVED: To provide a device and method for adjusting developer concentration, to prevent false toner concentration detection due to drying and adhesion of the residual developer onto a stirring member while using liquid developer stirring load on the stirring member as viscosity, that is, as the alternative properties of the developer concentration, and accurately adjust the concentration, and to provide an image forming apparatus. SOLUTION: At the start of adjusting the concentration, the developer for cleaning the stirring member is supplied to a concentration adjustment tank, and the stirring member is immersed into the developer for cleaning the stirring member in the concentration adjustment tank, then, the stirring is performed to clean the stirring member.
