PROBLEM TO BE SOLVED: To provide a key delivery system, terminal and key delivery center in which a private communication path can be easily set up between arbitrary terminals capable of performing private communications with different key delivery centers. SOLUTION: The key delivery system includes terminals A 300, B 400 and key delivery centers M 100, N 200. The terminal A 300 has a holder for holding an encryption key AM and an inter-terminal communication encryption key K and a transceiver, and the terminal B 400 has a holder for holding an encryption key BN and the inter-terminal communication encryption key K and a transceiver. The key delivery center M 100 has a holder for holding the encryption key AM and an encryption key MN and a transceiver, and the key delivery center N 200 has a holder for holding the encryption key BN and the encryption key MN and a transceiver. The terminals A 300, B 400 privately communicate the inter-terminal communication encryption key K using the encryption keys AM, BN, MN via the key delivery centers M 100, N 200.
