PROBLEM TO BE SOLVED: To provide an image forming apparatus and method which prevents a developer of high density from being recovered by a photoreceptor cleaning section, without significantly changing its configuration, and ensures satisfactory image quality. SOLUTION: The image forming apparatus has: an image carrier 10Y for carrying an image; a charging section 11Y for charging the image carrier 10Y; an exposure section 12Y for exposing the image carrier 10Y; and a developer storage section for storing liquid developer containing toner and carrier liquid. The apparatus also has: a storage section 82Y for storing conveyed liquid developer; and a control section 111 which causes a bias applying section 91Y to apply a first bias to a squeeze roller 13Y when a cleaning member 15Y comes into contact with the image carrier 10Y, and causes the bias applying section 91Y to apply a second bias of the reverse polarity of the first bias to the squeeze roller 13Y when the cleaning member 15Y separates from the image carrier 10Y by means of a contact/separation member 122Y.
