PROBLEM TO BE SOLVED: To efficiently download a program without imposing a heavy load on a network. SOLUTION: The program download device includes: a download count specification part 7 for specifying the number of downloads corresponding to the band of a network measured by a band measurement part 6 by referring to an association definition table in which an association relation between the band width of a network and the number of downloads is defined; and a download processing part 8 for setting the maximum number of programs to be simultaneously downloaded, as the number of download specified by the number of download specification part 7, and simultaneously downloading one or more programs within the limit.
