PURPOSE: An apparatus for administrating insulin and a blood glucose management system are provided to optimize an insulin dosage amount based on a real time blood sugar measurement result. CONSTITUTION: An apparatus for administrating insulin comprises: a blood sugar measuring part(110) which radiates an electric wave through a blood sugar sensor and measures the blood glucose amount of an object using the electric wave reflected from the object; and an insulin pump part(120) which calculates an insulin dosage amount corresponding to the measured blood glucose amount and injects the calculated insulin dosage amount into the human body. The blood sugar measuring part includes an electric wave generating unit(112), a human body insertion type blood sugar sensor unit, and a blood glucose amount calculation unit(116).
