PURPOSE: A method and an apparatus for controlling traffic through cooperation with a peer are provided for a server to control traffic at a predetermined cycle unit. CONSTITUTION: Peers(11,12) offer information about traffic and information about the other peer to a server(10). The server processes the traffic information. The server creates guidance information. The server transmits the created guidance information to the peers(11) of a first network. Based on the received guidance information, the peers of the first network select the optimal other peer and link.
