PROBLEM TO BE SOLVED: To provide an image processing apparatus that prevents the degradation of image quality while reducing processing time in encoding blocked image data. SOLUTION: The image processing apparatus performs encoding processing by prioritizing important blocked images such as thin lines or characters in each blocked image with a first mode. Furthermore, the apparatus performs the encoding processing with a second mode when the amount of the blocks that have already been encoded reaches a predetermined threshold or more.
