PURPOSE: An arms and legs exercise device is provided to enable a user to enjoy an exercise and to develop arms and leg muscles. CONSTITUTION: An arms and legs exercise device comprises: a central part(100) forming the central axis; and an exercise part(101) for exercise. The central part includes one or more central axes(1), an exercise guide plate(2), a safety handle installed in one side thereof. The safety handle is equipped with a handle(20) simultaneously gripped by both hands and a handle(21) separately gripped by hands. The exercise part is equipped with a guide rail and two foot rests including a rotator.
