PROBLEM TO BE SOLVED: To provide a reliable device and method for off-line setup of ectronic parts, capable of preventing setting mistakes of feeding tapes or feeders, and to provide a device for mounting electronic parts with a high operating ratio by using feeder carts arranged by this off-line setup device for electronic parts. SOLUTION: When the feeders are set to the feeder carts according to a production model or feeding tapes having electronic parts are set to the feeders already set to the feeder carts, the setting mistake of an object to be set can be prevented by making a decision based on off-line setup data having at least one of feeder information to be set to the feeder carts according to the production model and electronic parts information of the electronic parts and data corresponding to the off-line setup data read from the object to be set.
