PROBLEM TO BE SOLVED: To provide a communication device allowing determination of availability of a service for each user. SOLUTION: A mobile terminal 10 includes: a communication means receiving a request from a first network or a second network, and returning a response corresponding to the request; a Cookie generation means 14 generating identification information when the request does not include the identification information for performing access from the second network when the communication means receives the request from the first network and making the identification information be included into the response, and not generating the identification information when the communication means receives the request from the second network; and an HTTP server means 13 making the service corresponding to the request be included into the response when the request received from the second network by the communication means includes the identification information, and making non-permission of use of the service be included into the response when not including the identification information.
