PROBLEM TO BE SOLVED: To provide an image forming apparatus configured to stably control the potential of a recording material which is carried on a transfer belt and enters a transfer part, thereby capable of stably outputting a high-quality image where discharge and toner-scattering are suppressed. SOLUTION: On the inside surface of a transfer belt 15, a potential regulating plate 36 being a planar electrode is disposed continuously from a position close to an attraction roller 33 to a position close to a secondary transfer roller 9. The potential regulating plate 36 is connected to a ground potential to form an air-gap capacitor between the plate 36 and the transfer belt 15, then, the unstable potential difference of the intermediate transfer belt 6 with respect to the toner image, which is caused between the attraction roller 33 and the secondary transfer roller 9, is eliminated. An electrical field of a level enough to disturb a transferred image is not observed in the upstream of the secondary transfer part T2, and accordingly, image defects formed due to the discharge or the scattering of the toner image in the upstream of the secondary transfer part T2 are eliminated.
