PROBLEM TO BE SOLVED: To effectively support crews to take a proper countermeasure in response to an emergency situation. SOLUTION: The navigation apparatus 10 for displaying a current location of a moving body (e.g. a vehicle) on a map in a display screen of a display apparatus (e.g. an image display apparatus 61), and guiding the moving body to a destination includes an emergency action information storage part F4 for storing emergency action information indicating a countermeasure in response to the emergency situation, determines the situation of the crews in the moving body (e.g. identifies a situation item by a determination element), searches the emergency action information matched with the determined situation (e.g. the situation item), and outputs the searched emergency action information.
