PROBLEM TO BE SOLVED: To solve a problem that conventionally-known fuel property detection technology cannot inhibit start of an engine securely even when fuel is determined as abnormal fuel as a result of property detection. SOLUTION: When it is determined that a weight of a fuel tank reaches a predetermined value or more based on a detection signal from a tank weight measuring device 206, a fuel property in the fuel tank is identified by using an output of a fuel property sensor 204. According to the result, when the fuel is determined as the abnormal fuel, an identification result is transmitted to a remote operation instruction center 272. In response to a remote operation signal transmitted from the operation instruction center 272, a lock instruction signal is output from a control circuit 220 to a rotation lock mechanism 216.
