PROBLEM TO BE SOLVED: To provide a monitoring device and a monitoring method for detecting no signal during modulation of an OFDM modulator. SOLUTION: This monitoring device includes: a means to demodulate an input OFDM signal to a TS signal; a means to obtain a PAT and a CC from the TS signal; and an analysis means to analyze the PAT and the CC; wherein the analysis means analyzes either a cycle of the PAT or value continuity of the CC, or both of them.
