<p><P>PROBLEM TO BE SOLVED: To reduce average system response time when a user touches a card in a system that includes a non-contact IC card employing one of a plurality of types of communication mode and a reader/writer for non-contact IC cards compatible with a plurality of types of communication mode. <P>SOLUTION: A control unit 6 stores in a storage unit 7 a communication mode for an IC card and the time of detection thereof (step S4). A ratio calculation unit 9a reads history information for a predetermined time from the storage unit 7, counts the number of detections for each communication mode (step S7), and calculates a square root of the number of detections for each communication mode to obtain a ratio for each communication mode (step S8). A transmission order setting unit 9b assigns a predetermined number of detections for each communication mode based on the ratio obtained in the step S8, and sets a transmission order for each communication mode so as to conform to the assignment and minimize the expected value of receiving time for receiving a response signal from a non-contact IC card 2 (step S9).
