<p><P>PROBLEM TO BE SOLVED: To provide a technology to detect a traffic variation caused by a BGP path variation factor. <P>SOLUTION: A BGP path receiving part 101 collects BGP Update messages and manages BGP path information, and accumulates the BGP log information of the BGP Update messages classified in unites of attributes of a BGP. A traffic information receiving part 102 collects traffic information, totalizes traffic in units of attributes of the BGP based on the BGP path information, and accumulates the totalized traffic totalization data. A correlation collation function part 103 detects the traffic variation from the similarity of the traffic totalization data neighboring in terms of time, compares the attribute value of the BGP that contributes to the traffic variation with the BGP log information at time intervals, and evaluates whether or not the BGP path variation related to the attribute value of the BGP has been generated.
