PROBLEM TO BE SOLVED: To transmit information so as to reduce load fluctuations in a plurality of relay devices connected through a communication network. SOLUTION: An information transmitter acquires information of mail servers that can be selected as an e-mail distribution destination and information of a mail server in communication with the transmitter itself (60 and 62). As a comparison result of the information, if there are mail servers that can be selected as an e-mail distribution destination and are not communicating with the transmitter itself (64;Yes), the information transmitter selects a mail server with the highest priority from the mail servers as an e-mail transmission target, connects to the selected mail server (68), and registers the selected mail server in a table as a server in communication with the transmitter itself (70), transmits e-mail to the selected mail server (72), and then removes information of the selected mail server from the table (74).
