PROBLEM TO BE SOLVED: To reduce cost and to simplify processing by using a single communication channel while preventing a communication failure by interference. SOLUTION: A transmission data generating part 21 generates transmission data obtained by packetizing predetermined information. A transmission control part 22 controls a transmitter 23 and a changeover switch 24 so that a radio signal of a predetermined carrier frequency is intermittently generated from the transmitter 23 through an antenna 11A while changing a time interval and the intermittently generated radio signals are respectively modulated by the transmission data. In a period when the radio signal is not transmitted, the changeover switch 24 connects the antenna 11A to a receiver 24, and the receiver 24 receives a radio signal of a carrier frequency being the same as that of a transmission radio signal.
