VIDEO ENCODING AND DECODING METHOD

PURPOSE: An image encoding and decoding method is provided to add a new block type except for a motion compensation block type of H. 264/AVC in case of encoding or decoding by a use of a macro block unit bigger than 16x16. CONSTITUTION: In case sub layer block type information is not an addition macro block type, an encoder encodes a target to an N/2xN macro block type or an NxN/2 macro block type(S360,S365). In case the sub layer block type information of the target is the addition macro block type, the encoder encodes on the basis of the sub layer block type information(S375). In case the sub layer block type information is an N/2xN/2 macro block type, the encoder decides a block type in a lower layer(S370,S380).
