PROBLEM TO BE SOLVED: To provide a damper suitable for optimizing base isolation/vibration control performance by simple structure, and to provide a base isolation/vibration control mechanism using the same. SOLUTION: In place of a conventional damper, the damper includes: a linearly moving shaft as a shaft body of which the outer peripheral face has a spiral groove with a predetermined lead along a longitudinal direction; a rotating body guided by the spiral groove; a rotor coaxially fixed to the rotating body and having a cylindrical profile; a stator having an inner periphery surrounding an outer periphery of the rotor; a frame rotatably supporting the rotating body and the rotor but supporting the stator not to be rotatable; and a current controller controlling a current flowing through the rotor or the stator.
