PROBLEM TO BE SOLVED: To provide a terminal metal fitting including a first terminal and a second terminal of which thicknesses are different, and provide a device and method of manufacturing the terminal metal fitting inexpensively. SOLUTION: The terminal metal fitting 1 includes a first terminal part 11, which is formed by punching a conductive sheet metal having a first thickness and includes a plurality of first terminals 14, and a first substrate 15 for connecting base end parts 14b of the plurality of first terminals 14; a second terminal part 12, which is formed by punching a conductive sheet metal having a second thickness larger than the first thickness, and includes a plurality of second terminals 16 and a second substrate 17 for connecting base end parts 16b of the plurality of second terminals 16; and a resin member 13 for fixing the first terminal part 11 and the second terminal part 12 mutually, in a state where the first substrate 15 and the second substrate 17 overlap each other and the plurality of first terminals 14 and the plurality of second terminals 16 are aligned each other.
