PROBLEM TO BE SOLVED: To improve an Internet access environment by reducing a communication load in utilizing a public radio communication network, when a radio communication terminal uses a mobile radio communication device for accessing the Internet using the public radio communication network. SOLUTION: The mobile radio communication device 3 includes: a radio LAN access point part 31 for performing radio communications with the radio communication terminal; a mobile terminal 32 for performing radio communications with the public radio communication network; a first cache server 36 for storing a Web page accessed via the terminal 32; and a control part 33 for searching a Web page matching an access request from among Web pages of the first cache server 36 when the radio communication terminal requests to access the Internet, and performing control to transmit the corresponding Web page to the radio communication terminal via the radio LAN access point part 31 when the matched Web page is searched.
