PROBLEM TO BE SOLVED: To form a coating film having uniform film properties even when the coating film is formed on a local part of an object to be coated by uniformizing the wettability of the surface of the object to be coated and forming an ink solvent atmosphere having a high solvent concentration in the vicinity of the surface of the object to be coated. SOLUTION: An ink jet head 20 is disposed just above a part to be coated of a substrate 30, and after maintaining the relative distanced between the ink jet head 20 and the part to be coated for a predetermined time, an ink 50 is discharged, whereby, even when a coating film is formed on a local part of the substrate 30, the wettability of the surface of the substrate 30 is uniformized and an ink solvent atmosphere having a high solvent concentration is formed in the vicinity of the surface of the substrate 30.
