<P>PROBLEM TO BE SOLVED: To provide a device for controlling an electric motor into which the two-phase PWM control is introduced while maintaining reduction in noise and stability in controllability. <P>SOLUTION: The device for controlling the electric motor includes a pulse width modulation unit 245 and a carrier generation unit 270. In the pulse width modulation unit 245, a three-phase pulse width modulation and a two-phase pulse width modulation in which one phase out of three phases is fixed and the pulse width modulation is carried out with respect to the other two phases are carried out by switching.
