PROBLEM TO BE SOLVED: To relieve packet loss in UDP communication.

SOLUTION: In a transmission control device, packets transmitted from a plurality of monitoring object devices constituting a network by using a monitoring device as a destination based on a UDP are received and stored; when a packet checking processing request is received from the monitoring device, a packet transmitted from the monitoring object device and received by the monitoring device is compared with the stored packets to detect a loss packet which is stored but not received by the monitoring device; and the detected loss packet is transmitted to the monitoring device.
