<p><P>PROBLEM TO BE SOLVED: To suppress increase in memory amount for an edge router, while shortening average connection delay in multicast connection permission control of an IP network. <P>SOLUTION: The edge router previously stores a value of a confirmation rate of inquiry, to a multicast connection permission control server, and then inquiry for propriety of connection to the multicast connection permission server is decided whether to be performed or to be abbreviated, based on the confirmation rate, when a request for participating to multicast transmission is received from a user terminal. When the inquiry for the propriety of connection is performed, inquiry for the propriety of connection is transmitted to the multicast connection permission control server, then multicast transmission of the request for participating to the user terminal is started, only when a permission response is received from the multicast connection permission control server.
