PROBLEM TO BE SOLVED: To provide an optical recording information storage medium, a recording and reproducing method, a recording and reproducing device, and a computer-readable storage medium recording a program for performing the method. SOLUTION: The data recording and reproducing method includes a step of recording in the recording medium a recording and reproducing unit block containing meaningless data for a disk test to test a disk with respect to a part or the whole of the medium and a padding identifier which gives information that the data is meaningless data.
