PURPOSE: A method and apparatus for generating an allowed list of wireless terminal are provided to create a permission list and update the permission list. CONSTITUTION: A wireless communication unit(810) transfers receives a control signal which is transferred from a terminal and delivers the control signal. A controller(830) receives a connection request message in a first stage. The controller creates the connection permission list including the information about the region in which the network access of the terminal is allowed. The controller processes a network access of the terminal by the created connection permission list. A storage(820) stores the connection permission list.
