The present invention discloses a digital TV conditional access system and related handling procedure. It solves the problems due to security, cost and universality of the prior art conditional access system, and exhibits such advantages as improving security, reducing cost and consolidating universality. The system comprises an authentication module, a conditional access front end module and a receiving module, wherein the authentication module communicates bidirectionally with the receiving module, authenticates the receiving module, generates a unique ID number for the receiver and an authentication information, and registers the corresponding information on the receiving module into the database; the conditional access front end module communicates bidirectionally with the data base, reads the receiver information from the data base to encrypt the receiver authenticating management information, and distributes said information to the receiving module in a corresponding addressing mode; the conditional access front end module comprises the corresponding authenticating control information generator; the receiving module utilizes the ID number and the authentication information generated during the authentication procedure to complete secure conditional access to the scrambling program. |
