PURPOSE: An apparatus and a method for controlling light transmission are provided to reduce the dazzling of a driver by accurately confirming a dazzling generation range. CONSTITUTION: An apparatus(10) for controlling light transmission comprises a liquid crystal panel, an illumination sensor(200), a driver eye level measurement unit(300), and a light transmission control unit(100). The liquid crystal panel is arranged on the glass of a vehicle. The illumination sensor produces an illumination value by sensing illumination entering into the glass of the vehicle. The driver eye level measurement unit measures the eye level of a driver. The light transmission control unit receives the illumination value from the illumination sensor and determines whether the driver feels dazzling or not using the illumination value.
