System and method for using a stored value instrument in electronic transactions and for storage and retrieval of information subject to authorization by a data controller

The computer-implemented method for purchasing an item or service over a network uses a stored value instrument at a server associated with a data repository. The method comprises the steps of: receiving at said server a purchase offer generated by a data recipient, including a data subject identifier, a data recipient identifier and a price, from a data subject; determining at said server at least one stored value instrument accepted by the data recipient; in response to receiving the purchase offer from the data subject, sending a list of stored value instruments accepted by the data recipient to the data subject, such that the list of stored value instruments is not sent until the purchase offer is received from the data subject; receiving at said server a selection of at least one stored value instrument, from the list of stored value instruments accepted by the data recipient, from the data subject; and sending information regarding the purchase of the item or service to the data recipient.
