A fixing device (20) includes a pressing member (31) pressed against a fixing member (21) to form a nip (N) between the pressing member (31) and the fixing member (21) through which a recording medium bearing a toner image passes. A heater support (23) provided inside the fixing member (21) supports a laminated heater (22). The laminated heater (22) is provided between the fixing member (21) and the heater support (23) and includes a flexible, first heat generation sheet (22s) that includes an insulating base layer (22a), at least one resistant heat generation layer (22b) provided on the base layer (22a) to generate heat, and at least one electrode layer (22c) provided on the base layer (22a) to supply power to the at least one resistant heat generation layer (22b).
