PURPOSE: A device for downloading a CAS client of a set-top box in a download preventing system is provided to eliminate CAS client information by removing the power of the set-top box. CONSTITUTION: A DCAS(Downloadable Conditional Access System) headend transmits the response message about the CAS client download request to an STB(Set Top Box)(S430). The DCAS headend transmits the CAS client to the STB(S440). The STB receives the CAS client(S450). The STB stores the CAS client to a volatile memory. The STB transmits the CAS client download completion message to the DCAS headend(S460).
