Programming electronic meter setting using a bandwidth limited communications channel

A system for communicating data to an electronic meter over a bandwidth limited network is disclosed. The system comprises a controller having a network scheduler; a radio interface at the electronic meter that receives the data from the controller; and a network interface at the electronic meter that processes the data. The controller communicates the data in pieces to the electronic meter and reads a status table in the electronic meter to verify that the complete block of data has been programmed properly or if any errors occurred. The network interface stores each piece in memory such that the pieces are combined in a memory buffer to be executed together within the electronic meter, and wherein the network interface determines if a command to execute has been received.
