PURPOSE: An apparatus and a method for processing target water are provided to implement a plasma discharging process and trigger a discharging electrode and a ground electrode using bubbles. CONSTITUTION: An apparatus for processing target water includes a discharging electrode(10), a ground electrode(20), a power supplying part(100), and a bubble supplying part(40). The discharging electrode and the ground electrode are arranged in a flow path(30) defining the path of the target water. The ground electrode is formed into a porous shape with a plurality of through holes. The target water passes through the through holes. |
