FIELD: personal use articles. ^ SUBSTANCE: dispenser comprises a cover, a back part of a body, a hinged joint, which connects the back part of the body and the cover so that the cover may rotate between the opened position and the closed position. The cover and the back part of the body jointly form a dispenser body. The first and second fastening brackets are connected to the back part of the body. A rotary carousel mechanism is installed onto these brackets with the possibility of detachment. The brackets and the carousel mechanism are designed so that the carousel mechanism may move between the inner blocked position for dispensing and the outer rotary position for recharging.
