Powdery anhydrous cosmetic composition associated with at least one hydrosoluble compound solid at ambient temperature and atmospheric pressure, and having hydrophilic particles, where the hydrosoluble compound is present at 1-15 wt.% of the composition, comprises: a polyol having 4-32C; a surfactant having hydrophilic lipophilic balance (HLB) of >= 10; and an acid/base couples. An independent claim is included for a process for makeup and care of keratin material, comprising applying the composition on the keratin material, or applying (i) at least one layer of a first cosmetic composition comprising an aqueous phase in a content of 0.5 wt.%, and (ii) at least one layer of the composition.
