The dispenser (1) has a supply line (7) for supplying feed liquid to a cooling device for cooling the feed liquid. The cooling device comprises a cooling tank (9) and a cooler that comprises cooling lines (16) for flow of refrigerant within a region of the cooling tank. The supply line comprises multiple outlets (18) that enter into the cooling tank. The outlets are formed such that the feed liquid present in the cooling tank is subjected into a rotating motion by the flowing feed liquid. The outlets are distributed in a circumferential direction of the cooling tank.
